A New Public Administration

When we talk about public administration in general, we go back to Weber or Wilson or move forward to New Public Management. It has been taken for granted that in the developing countries, we cannot design or develop our own system, structure or model, we cannot innovate, we cannot think through and we simply need to follow the ideas of the western world. But is that right approach? Is that right way of thinking about public administration in the developing countries in general and Bangladesh in particular. Now, studies have actually showed that cultural context of the developing countries are different (See Riggs for example), the societal structure or bureaucratic culture is different, our formalization of accountability is different- and if all of these are true, then how, on earth, can we apply Weber in developing a ideal type for Bangladesh, how is it possible that we will promote equity through public administration, how will the bureaucracy adopt and embrace new public management. Can we and should we do that? We need to think about these issues and may be, just may be we need to think about a new kind of public administration for developing countries.
